The partnership with the Holy Spirit is an individual vow(contribution) for the development and growth of the church. this is a vow in which individuals deliberately enter into knowing that you cannot partner with the Holy Spirit and loose out at the end of the day. This partnership is usually paid in cash, or to the church account. Note that the vow or payment is used for to cater for the church need.
